One of my hens is gurgling. Is it respiratory? If so, how do I treat it and do I treat my entire flock?

Welcome To BYC!
Can you get a video of your hen so we can hear her? Upload to Youtube and provide a link.

How old is she?
Does she lay eggs/

I would check her over well - make sure her crop is emptying overnight, feel her abdomen for bloat or feeling of fluid.
Take note if she's got mucous in her nostrils, any lesions or canker inside the beak or watery/bubbly eyes.

A crop problem can cause a chicken to gurgle - often there is an underlying condition like a reproductive disorder.
Respiratory disease is another cause of respiratory symptoms as well.

Hopefully with more information we can give you better suggestions.
Here's some reading about crop treatments if you find that her crop is not emptying.
