Respiratory issues and lice in pigeons

I have 2 fantails. They both don't like each other. I have noticed that recently they have been wheezing after they fly for a bit and sneeze here and there.
After flying for a bit, the male pigeon started panting!! I did give the apple cider vinegar water twice. It helped a bit but not too much. What medicine should I buy?

When they first came, they had bad lice infestation. But we dealt with it and now their feathers are healthy. But I have seen a black insect, rather big, on them numerous times. And they have been itching a lot. Previously I thought that they were preening and molting, but their molt has finished and yet, they still haven't stopped scratching. That insect is hard to find and is quick on feet. What shall I do?
 
Update:
Their eyes aren't excreting and discharge. Their breathing becomes a bit wheezy after a bit of excercise. I place their lungs near my ear and that is when I can listen to them wheeze for 5-6 seconds. The male did start panting a lot after flying for a min.

The female has puffed up her feathers a bit and her breastbone protruding more than the male. Otherwise, she is eating and drinking fine.
 
Sorry I didn’t see this sooner, if you post in our Pigeon Talk thread I’m sure you’ll get some more answers. What did you use to treat the lice? Sounds like they still have a heavy parasite load, which will weaken their immune response to their respiratory ailment to a degree.

The bug you describe sounds a lot like the pigeon fly, but I have no experience dealing with this pest.

I did post it in pigeon talk and in the end, I asked a pigeon owner on Instagram and she told me that her piegeons also pant for a few minutes after a bit of exercise as they arent used to it.
They informed me how to get rid of the lice and I'll be doing that tomorrow morning.
 
I don’t know much about pigeons but my chickens have had lice twice and we used diatomaceous earth and it worked both times. Maybe it’s just for chickens or maybe it works for pigeons too.
