|Rhode Island Red| Roo keeps pecking my hen.

Hi! Sophomore FFA student here, my instructor helped me get two RIR chickens (One rooster, one hen). I have no idea of their age but the rooster has spurs and the hen looks like she's of age... Anyway, every now and then the rooster pecks the hen and the hen kinda cackles and runs away. The weird thing is that the hen sticks with him at all times never separated. The hen has also yet to lay an egg which leaves me to a couple of conclusions: The hen isn't of age, The rooster is too old (doubt it though), or the hen is stressed. The last option could be plausible because I had a rough introduction to the couple. The person who I was getting them from put them in the wrong pen so my peers had to help me move them to the right pen. We were kinda nervous though because none of us expected for them to be so big which probably didn't make the situation better. Skip a couple of weeks and they finally associate me with food and walk up to me when I come to their pen but still no eggs. I tried making a nest of hay and put in two golf balls only for them to completely destroy the nest and drop the golf balls into their water.

The hen's name is Sweetie and the Roo's name is Nuggie. This is the best picture I could get with them at the moment.
 
Show pics of your nests.
Could be this hen is 14-18 months old and may not lay until the days get longer again,
if you live in the northern hemisphere.
