One of my Rhode Island Red hens just started laying. The eggs are tiny, is that normal when they first start to lay? they are almost 19 weeks old.
 
Normal.
It is rare for a pullet to lay a full size egg at first and usually only happens if onset of lay is delayed till about 7 or more months.
That's why it is inadvisable to incubate pullet eggs. Inadequate room for development and inadequate nutrition.

They will get larger over time. My pullets started laying in late July early August, and just now most of the eggs are at the large size (out of 13 pullets, 3 different breeds). Just about 2.5 months.
