Rhode Island Reds Roo's or Pullets

Need some help because i cant have Roosters in the city, they are all 8 weeks old
The first guy I'm almost 100% is a rooster because hes the biggest and the most developed, the rest i dont know

I see only pullets.

Pullets. Around 9 weeks all my pullets last year started developing the wattles. Around 12 weeks they finally get the "cluck" sound.
