Uh I believe ring teal nest in boxes off the ground, no we don't need a permit, yes they are way smaller then a mandarin. Plus they didn't do so hot for me this winter, I had open water 24/7, but it wasn't running water,and they still got frost bitten.

They nest in nest boxes but I have had them to nest on the ground. They keep there color year round.
