rir laying @ 15 weeks

I have older hens but one of my rir is laying @ 15 weeks. The other hens plymouth rocks, orpingtons, australorps are 18 and 19 weeks and have yet to lay. eggs are small but I have changed feed to layer. Will this hurt the hens not laying?

They'll be fine. They are also primed to go and will also begin laying soon.

Your pullet laying at 15 weeks is an unusually quick start. This tells me she is likely from a production strain, not a heritage strain. This is just my curious nature, but what were they fed the last month or two? Grower? Starter? 18-20% protein?
 
changed them from southern states starter to Bartlett starter/grower ration. 20% about one month ago.
I have just put them on the complete egg ration 17% formula this week after getting first egg.Same hen has laid 6 eggs now.
