RIR not laying

I have an EE and RIR that are roughly 26 weeks old and are not laying. They are in a mixed flock and are the oldest by a few months. They are in a run and are being fed an 18% protein starter feed, I put some oyster shell in the run in a separate bowl to see if that would help but still now eggs.

Would supplement light in the coop get them laying?

At this point in the season probably won't make a difference... days are slowly starting to lengthen, so by the time the light made a difference, the daylight could be close to catching up.

Also EEs can be slow to start laying. They're not, as a whole, considered prolific layers.
