RIR Rooster????

I have been told this is a hen. I got two chicks from Agway 2 months ago. This is one on the right, and the sister is to the left.
Is this a rooster like I think?

cant see the legs but the first thing i notice it their legs are larger and thicker. just an fyi for the future.
