RIR Roosters not growing tail feathers

I have two RIR roosters that are seven months old and thy are not
growing tail feathers. The hens of the same age look great. The roosters
look good except for the tail feathers. Any reason?

Are these from a Breeder or hatchery?

They are from a hatchery.

Two thoughts one it could be a slow feathering gene BUT that usually effects more that one area. The other is you have a tail picker. It could be the roo himself doing that or a hen. Or he could just be tailless a gene quirk.
