Do you find that their eggs are super small when they start to lay? I have been getting an egg a day, yesterday was actually 2 from my RIRs pen. They're going on 22 weeks old now. Anyway, the eggs seem very small for first laying even. Here's a comparison with a RIR who's been laying for a long while now.

You know, even that photo doesn't show how small. That was one of the eggs after a hen had laid a few. Some of the new ones we're getting are even a good bit smaller.

It is very normal for pullets to lay extremely small eggs. Some of mine start out the size of silkie eggs even. They get bigger after a few weeks.
Mine are 20 weeks now and I haven't seen an egg yet...waiting impatiently:>)

My RIR pullets ( 20 weeks old) started laying last week. I am up to 4 a day now but they are from a ping pong ball to almost a large egg size. Had a couple double yokers so far and 1 that had no shell. Will take time for them to all lay and have consistent egg size. So glad they are starting to lay...seems like it has taken FOREVER to get to this point. LOLOL
