He was attacked by a dog? You saw this?
He has some facial swelling and scabs around both ears, looks to be beaten up.
Both eyes are crusty closed, so I would make sure to work on getting them open so he can see to eat/drink.
Apply a warm compress that is soaked in saline to help loosen the crusts. Gently work the eye open, then flush/clean the eye with saline removing the crusties. Put an ointment like Terramycin
IN the eye. Do this a couple of times a day, in a few days his eyes will feel a bit better and hopefully he'll start wanting to eat/drink. If you cannot find Terramycin you can use Triple Antibiotic Ointment/Original Neosporin
in the eye.
For the dried crusted blood and scabs around the ears, same thing, apply a warm compress, put a little triple antibiotic ointment on the crusty material, it will start to come away after tending to them for a day or so. Do look inside the ears for signs of pus or infection.
Re-inspect him all over for any other abrasions, bruising, punctures, etc. that may need to be addressed.
He's suffered head trauma; it looks to me. I'd would start giving him 400IU Vitamin E and 1/4 tablet B-Complex daily. Wet mushy feed with bits of egg is often enticing.
