Roo mounting hens not yet laying - 2 other questions

Background, I have always had back yard chickens, last 5 years we have been financially strapped and could not maintain so we have not had a hen house, this past winter things turned around for us and instead of upgrading the car we built a hen house and got 5 beautiful RI Reds. My husband 4 weeks after getting the Reds suggested we add something different to our group and we got 4 Bantums from a straight run mixed breed group. It seems we got a Silver Duckwing Roo, a White Cochin Bantam, a Sultan, and and unknown breed that is still as small as a 6 week old chick and he is now 6 months old.

The Question: The roo being a small breed now tries to mount these huge Reds as soon as they lay down to sun or nap in the cool earth. He is literally half the size if the Reds. The Reds are not yet laying either and he has been relentless the past few days is this an issue? They are about 5 weeks younger than him as well.


Will a roo this size actually inseminate the large Reds? I have never dealt with a Roo before.

Why do all the hens pick on and beat down the Sultan?

I know this is a bit all over the place, but if you need more info please ask or PM and also Thank you in advance for all advice and info. This is my first go with Bantams and I have come to love them.
 
I thank you so much for the response, I was concerned because the girls cant manage to sun for 30 seconds and he is at them, he is a young roo and not sure he has the swing of things but he is **** well trying.

The poor Sultan is so loving it just upsets me that all the hens go at her and pick on her, I find her in the corner of the outside roosting house more and more alone and not out running the yard with the other hens
