roo not roosting with flock

I've read on here examples of hens not roosting with their flock. But I have a young (about 14 wks) roo who is sleeping on the ground underneath the rest of the flock (all are the same age, brooded together). We think we have two roos, and this guy is definitely not the dominate one. Could this be a pecking order issue as well? Is it time to separate the roos?
 
First make certain adequate space available for all on roost. Second, handle him this evening to verify he is in good weight. How does his rank compare to pullets? He should not be old enough to be a real problem yet.
 
Have handled him and he is definitely heavier than the girls. He seems pretty low on the pecking order. Went out a few nights ago and he was with everyone on the roosting poles! But this evening, after watching him try for a few minutes to roost, he gave up and snuggled up underneath the rest of the flock. Should I build a ladder for him?
