roo or hen- my BOs and DBL are developing at different rates

I have 10 chickens- five different breeds, two of each. They are 17 weeks. For awhile I believed I was in the clear with all hens. Now, my danish brown leghorns are looking different. They are the same age but one has a much more developed comb and wattles. The same with my buff o's. No ones tails are arching yet, but the buff o with the bigger wattle has become more bossy and out in front. Do I have roos or can the same breed develop differently. Their body sizes are all the same among breeds. I don't know what the most telling sign is. Am I in denial? I really don't want any of them to be roos, especially not two.

Brown Leghorn male will have black chest at 17 weeks(check for this)Leghorn hens have big combs at that age to.I need picture to say something about Buffs

They are all 17 weeks. Roo or hen?
 
I can't comment on the others, but the leggern looks like a pullet to me-should get an egg soon!

these are all girls- Is it common for one to develop stronger traits among hens. Of my five breeds three of them have a more developed one and a less developed one. I have two EE and two BRs and they are similar. The RIR, BO and DBL all have one sister that has a larger comb, bigger waddles, quicker to molt, and a less shy personality and one that is the less dominant one. Is that a confusing question?
 
The brown leghorn is definitely a pullet, and a pretty one, too! I think your first BO is probably a pullet, since it's 17 weeks, but I've never had a BO roo before... so I'm not the best guesser.
