Roo or Hen?

I’ve had the worst luck with getting roosters this season! I’m really hoping this one is actually a hen, but I’ve got my suspicions.
She (or He) is an EE, roughly 12-14 weeks old.
I haven’t seen any obvious roo behaviors, but the tail feathers and size/color of the comb makes me wonder.
