Roo preparing nest?

We have fifteen Buff Orps pullets and one Sicilian Buttercup cockerel. They'll be twenty-one weeks old Saturday.

My finacee closed up the coop last night. She said our roo was in one of the nest boxes playing with the straw and shavings like he was arranging it. Does he know something we don't? Are the Orps going to start laying soon?

There is a thread going on right now where someone mentions that her roo gets in the nest box first and makes a nice little bed for the girls first.
The thread was titled something like my rooster is a gentleman.

That sounds like what our (believed to be) roo is doing. He makes a space around himself and then settles down, facing the corner. I never about his getting ready for the layers..they are 14 weeks.
