Trim the beak so it is not so sharp(toe nail clippers) , remove the other "roo" and add females that will stop it - it will heal on its own usully.

Thanks for all the replies and info! He seems to be doing much better today.

I guess I thought he was the dominant roo because he is the one who chases the girls when they're all together (the other roo just sits quietly) and he is the one who crows all the time (the other guy doesn't crow at all). Despite all of this, the quiet one could still be dominant?

I wish they'd just be nice to one another.

lowering the light levels will reduce aggression between males - however then you won't get eggs

I'd be inclined to separate them, some males are real little homicidal maniacs
