From the size of the comb and wattles at that age, I'd say it's almost certainly a rooster. Probably a Buff Orpington.

At 8-9 weeks old, a hen's comb and wattles woudn't be that developed or red. Looks like a roo to me

I have a 14-15 week old BO and she still doesn't have combs or wattles that developed or red yet. I think it's a roo.

If you're sure it's a BO, than I'd say it's definitely a roo.
