Roo's tail looks frayed

I have recently bought some welsummers, they were coming out of a molt when I got them
I noticed the roo's tail looked kinda sad so I removed some hens in case it was an overcrowding issue. I know the other hens I had would peck at each other alot during the winter months from boredom
So now im wondering if my roo's tail will get better on its own or will I have to intervene?

If there is overcrowding, there may be pecking or feather pulling going on. Or is he rubbing the feathers on something, like on the wall if the roost is too close to it? Otherwise, to me it sounds like he's not done molting. My roos all molt very slowly.
