Rooster’s neck feathers won’t grow

For a few months now a few of our roosters neck feathers have been missing. I thought it was feather lice but I can’t find any on them. And some of the spots where the feathers grow looked hardened over. I only have a photo of one of the roosters but they’re all the same. Any help would be greatly appreciated!

other birds in the flock are feather pecking/plucking them. Frequently roosters will just stand there and allow hens to peck them. Do an on site search on Pin Less Peepers to decide whether or not you feel they are needed.

What is your rooster/hen ratio? I had too many roosters and the underdogs were looking kinda like yours.

If it were rooster to rooster aggression, I think there would be comb and wattle damage.

Granted, I am just sharing my experances not saying what happened, but just saying what could of happened.
