So I have a rooster and I just added in a new hen and she’s a cream legbar. She hasn’t showed any aggression towards any of my other hens or rooster but my rooster with run supper fast at her every chance he has and grab her by the neck and start kicking her all while she is just sitting posing no threat or refusing to mate. Anyone know why he does this?

She's a stranger to him, and with her large comb he may think that she is male. I would remove him from the flock for a week or so and then monitor closely upon reintroduction. Roosters sometimes escalate this behavior to the point that they kill the hen.

Awww…,poor baby. Can you do see-no-touch for a couple weeks while they get used to her? Are you trying to integrateca single hen? By any chance can you get her a companion from her previous flock?
For a couple days now I’ve had her in a dog kennel in their run so they can interact with each other
