Rooster being over aggressive to a couple of hens

Hello,

My rooster seems to be more aggressive to a couple of hens that others. One is definitely getting the brunt of his matting. We have had to put a saddle on her b/c he has bared he skin on her back and it is super red. No broken skin, but super chapped looking.

I put a bracelet on the other today so I can tell if it is the same one. Both these hens linger back from the flock and are the last to enter the run in the evening. Today I found the one sitting under a tree limb while everyone else was already heading into the run at sunset.

These two seem to not want to be around rooster and even seem a little scared, but certainly intimidated by him. I hate to see this.

Am I over reacting. Should I just let this go and consider it a part of the flock dynamics? Should I intervene when I see him really bullying them? By bully I mean he will chase them down and instead of just a quick on and off like I see him doing to the others, he pins them down and is real aggressive with them. Is he just teaching them subordination?

Any advise is appreciated. Thank you.
 
How old is the rooster?
Sorry, just went back to add this. Cogburn is 1 year this week.

Then hens in question are about 18 months, maybe. Hard to tell who is who b/c I only have black australorps.

Hens ages are 18 months, 12 months and 7 months. All look the same. Could be any of these ages.
