Tell her that the behavior is not usually fixable and an aggressive roo can do a surprising amount of damage (we had a case last year where a mean roo sent someone's little sister to the er twice before he was finally culled and there's someone else who had their knee permanently messed up after an attack) and if he happens to attack someone you guys could be sued (and most home insurance policies don't cover poultry) especially since it is known he is dangerous. Human aggressive animals of any kind are no joke and culling aggressive animals is part of farming. Best way to have nice animals is to treat them with kindness and respect and to not put up with the mean onesI've told my mom that we're probably gonna have to cull or give him to someone else, she doesn't agree with me yet so I'll have to keep convincing her.
