Rooster Can't Stand up - Help, Please!

My Rooster can't hold his head up and now can't stand up due to off balance. What is wrong with him? Any way to cure?

Please help, he's a wreck.

Is he walking like he's drunk?
Have you given him any medication right before he started acting like this?

He actually can't stand up at all. His head is upside down and on the ground, and when he tries to walk, he can only move backwards and flops back down again. No medication or any change prior that I know of.
