One of my Roosters comb has turned dark red with black spots and is hard to the touch Any recommendations? Please and thank you

Run Vaseline on it before he leaves the coop / every day in the morning. It’s a bit of frostbite. It might clear up or the black spots may make his comb smaller come springs
 
Sorry thought the picture went with the post. Here it is. And the fuzz on top is like new feathers. I thought was fungus but wont come off.

It is getting in the upper 20 lower 30 degree zone at night but we have heat lamp in coop and well ventilated
