Hi there! I came here to ask about this since I've seen conflicting information online and I wanted to hopefully clarify. My 5 month old silkie rooster, Nugget, turns side ways and shimmies at me for a few seconds, then tried again when I push him away before giving up. Some people say this is him showing he likes me, and others say it's aggression, and while he has pecked me a few times when I push him away, he's never pecked hard enough to draw blood or go after me after a little peck.
 
It's not aggression.
It's not really an attempt to dominate you either.
It's similar to herding and it means in your case the rooster considers you one of his group. They will do this to both males and females. They will also do this to drive away hens that are not in their group.
Not all pecking is aggression. The pecking of your feet can be an indication of affection and the wish to mate. It gets forgotten that a hen can and often does refuse the amorous advances of the males. More senior hens will fight off persistent cockerels and will run to their rooster, if they have one, for protection from the cockerel.
My advice is if it doesn't disturb you then let him do what he needs to with your shoe/boot and he will eventually grow out of this behavior once he learns how to attract his own hens.
If however you force him away, then that is one method to make him become aggresive.
He will probably at some point try to dominate you and that easily turns into aggressive behavior you may find difficult to deal with.
He's young and male and hormonal. You I assume have shown him affection and as far as he's concerned you are the nearest thing to a hen he's got.
The best thing for him is for you to get him some hens if there are none.
