Rooster doesn't poop and painful when does.

My roo is two years old. Starting a couple of months ago he would need to have his rear sprayed with warm water to get the poop off his feathers. It was kind of like it was just all sticking there. He would "whine" (for a better word) and we would know he needed to be cleaned. After he was cleaned, he appeared to be ok.
This situation has progressed to the point that his rear is bloody, and the poop can't be picked off. His fecal matter also appears to be solid like a rock inside him and now he is in pain and can't poop.
Any thoughts please? He's really a nice roo. Thanks
 
He free ranges during the day along with another rooster. They have access to a pond. I can't monitor what he's been drinking, but wouldn't the other one be experiencing the same thing if they weren't getting enough?
 
Okay if they are by a pond I think it's reasonable to assume they are drinking out of it, but I would make sure and offer them water in an old bucket or something, just to be sure.
I had a hen about a year ago that was straining to poop. Her poop was small and tarlike - turned out she had a severe worm infestation. Out of my ignorance I discovered that too late and the morning valbazen came in, she died.

That being said, what does his poop look like? Is it greeny, runny, thick, black?
 
The color is regular( white and brown). The poop sticks to his butt. I guess because of that, it clogs him up. Then is when he whines , we clean him and by that time he's constipated. I don't know what to do.
 
I looked at the pictures of pasty butt and his is not runny at all. His is more like concrete. I'm going to try the steps for the pasty but, as I have nothing to lose.

Does his cloaca look like a normal size? You should be able to get one finger in very easily. I had one that was deformed and in the end she died because she couldn't pass her first egg.
