Rooster dominance or only one roo?

The one with the short rounded tail is definitely a roo. He stands tall and crowd loudly

I'd bet that those are both cockerels.....feather growth can differ between birds, as can comb/wattle growth and onset of crowing.
How old are they, maybe about 3 months?

Yes, they are about 13 weeks. I really spent some time observing them yesterday and they both definitely have the pointy saddle feathers as well. All the hens have rounded ones. It makes me sad because we really didn't want to keep a cockerel since we only have 6 hens. That means we will have no Sussex left if we re home both. They are so pretty.. I wish one was a hen... Oh well.. Maybe next spring.
