There can be numerous reasons for high stepping. My older rooster did that some, and he seemed to be sore from arthritis. I think some birds can do that when there is a neurological issue or pain.Hopefully, it is nothing serious.

His spurs maybe the issue, they're quite long.

I have a rooster that been skipping since he turned 6months old, nothing's wrong with him, just an oddball.

Can you get a couple of pictures closeup of his legs? You could try some human vitamin E 400 IU given orally in a small amount scrambled egg bits daily, in case it is neurological. Does he look normal in every other way, including eyes, scales, etc?

He seems to be getting better, at first I thought he might have an eye problem, like going blind but they look clear .
