Noticed this today. Its been below zero the last two nights here in Minnesota. I forgot to close the pop door last night so it might have gotten a little colder than normal. I do have two heat lamps hanging from the ceiling. They are about 3 or 4 feet above the roosts. the roosts are 3.5 feet of the ground. He had frozen clumps of bedding and excrement on the bottoms. No other birds (17 total) had anything similar. He was standing ok and walking kind of lazy like. Almost a waddle. We brought him inside and soaked his feet in luke warm water to clean the muck off. This is the picture from about an hour after cleaning. Still swollen and leaking clear bloody fluid. We also sprayed them with vetericyn. thought possibly bumblefoot or frostbite. he did get in a fight with another rooster last week. his comb was a little bloody and beaten up from that.

Ouch! Poor guy! :(

Disclosure: I am not a veterinarian. The information below is based merely off of my personal experience and research.

I can tell you that it definitely does not look like bumble foot (which I am very familiar with). However, it definitely does look like frostbite from the information you provided. Here is a link on the subject (prevention and treatment) of frostbite:

This link includes some pictures that resemble your roosters foot:

I agree. It looks like frostbite. And be aware that frostbitten tissue is very painful, even though chickens don't always show their discomfort. Give him a baby aspirin morning and night and that can help reduce the pain quite a bit.

Epsom salt soaks can also help. And keep up with the Vetericyn. It's one of the best treatments for frostbite to prevent infection and promote new tissue growth.
