On the bottom. I didn't notice anything on the sides, and they'll still push & scratch.

it's hardware cloth so if she uses pine shavings they will stay in maybe bunch up on one side but they will stay in.
AT leats that would be the way I would do it IMHO anyway.

There are rolls of clear plastic "seed guard" that you can buy for caged birds. It's about 6" tall, comes in long rolls, and you just wrap it around the bottom and attach best method. That's what I was thinking might work to keep them from kicking everything out the sides.
