Rooster holds his wings out

He was hatched out last September so just under a year. I'm not sure if he's always done it, I got him yesterday. The dog has always lived with him though and she doesn't go after the chickens (I brought her home with me when I got the rooster...long story). I don't think he's molting but this is my first year with chickens and I've never seen a molt so not 100% sure.
 
I did notice that he breathes kind of heavy...maybe he is panting but wouldn't know why. It wasn't hot at all yesterday.
 
How warm and humid is it?
If you just got him yesterday it could be a stress reaction also...in a new place even tho he knows the dog.
 
I think he's hot. My chickens, especially my roosters, get hot even in the seventies. They walk around like that all the time, and it's perfectly normal. If he's also got his mouth open, then he's most definitely hot.
 
My rooster holds his wings out and down a bunch. I think he is hot (85f). He seems fine so I dont worry. Chickens do weird crap all the time.
