Rooster Island, adopting 10-15 roosters from a rescue to put on our island

What type of housing should I provide for 10-15 roosters, NO hens, on an Island in the middle of my pond. I live in South Carolina and the pond is approximately 100'X30' with trees and bushes. Our winters are mild but we will get 1-3 inches of snow for two-three days. Do I make 3-4 roosting structures, a three sided narrow shed with one bar? or ?????

Oh I’m happy I’m not in your shoes... I can’t imagine how to raise that many roosters. I would give as many roosts as you can all at the same height ,
