Rooster lost mobility

This is the first time raising chickens for me as this is my job at work. I had a hen die a week ago to the day with the same symptoms as there's rooster. He's lost most mobility unless he scared he'll get up and try to run but it falls within a couple steps. He keeps his head raised up eyes stay closed unless he goes to look at something then he'll open his eyes to look around. Otherwise he stays in one spot as far as I know he's not eating or drinking anything I tried giving him some water. Any ideas of what this could be and can I help him?
 
This is what he has been doing the hen wasn't bobbing her head. He is only about 8 months give or take and the hen was 4 years old.

It sounds like Merek's disease which is always fatal. I believe there is a vaccine that must be administered within 48 hours of birth at the hatchery. Disappearance of breast tissue, then trouble walking, then not eating then not drinking. Best to put them down rather than letting them starve face down in straw.
