Rooster mating young pullet

I have a black molted Japanese bantam rooster. He's still young but able to breed. I also have a Japanese buff bantam pullet. She's young. Her comb isn't noticeable and she still chirps. She has her adult feathers but I can tell she isn't ready to mate. I have her in a separate coop from everyone else. Is that a problem and why is my rooster trying to mate such a young chick?
 
She is 4 months old and hasn't started laying and still chirping but she's starting to sound better. It wouldn't hurt her if he did that?
 
I don't want this to sound too graphic but a rooster does not penetrate when he breeds a pullet. So as long as it's not stressing her to the point of not eating then it's probably fine. You can also watch for too much feather loss and separate them if needed.
