Rooster neck feathers standing up?

good morning, everyone. This morning two of my favorite hens were fighting (Sally vs Kaylee) and my rooster (Cupcake) sees this and breaks up the fight. but not before his neck feathers stand up. can that only happen with roosters or both hens and roosters.

we have a hen that puts her neck feathers up every time we pick her up, just to let us know she is NOT impressed with what is going on.
