Looks like a pullet to me, how old are they? How old is the Buff Brahma? I see no saddle feathers, one of the pics seemed to have them though,

Awww! He is pretty, (I've a soft spot for brahmas!) Are you allowed to have roos in your area? If so one roo is probably ideal. I would take him if I could have chickens where I live, lol!
I can’t have any Roos in my town, I’d chance it if my neighbors weren’t so dang close. Unfortunately I’ll have to rehome him.

Do your neighbors not like the chickens? Do they even know about them at this point? I would research whether roos are illegal and what the noise ordinances are in your area. If noise is allowed till dark and there aren't special exceptions for crowing then you might be able to keep him. Also ask your neighbors their opinions, most roos don't crow at night
