Rooster Noise

50 roosters seems like a lot to me. I wish you some luck with finding a way to work this out with your neighbor that works for both of you.

I live in Oklahoma and unless you live in a city or township with ordinances against them, there's no law against owning, raising, or breeding chickens. The state outlawed fighting them.

While I enjoy the freedom of rural living too, that seems pretty excessive. It would drive me insane. I think pushing up the pile of dirt would greatly reduce the noise. I don't know what else you could do.
 
I was going to suggest a dense hedge of some sort, but I see that Cuban Longtails beat me to it.

Do you have any shrubs that grow super fast-super thick in your region?
And yes, an earthen berm would also block the noise somewhat.

Maybe he would be willing to help you grow something to give him some privacy also - like water a hedgerow for you?

I would definitely keep an eye on it if you have a gut feeling that something fishy is going on. I love game chickens and have had friends that raise them for their athletic look. I'm sure that you obviously don't think that all game chicken owners fight their chickens...I know that. Perhaps you could just pop over there to "borrow a cup of sugar" if you suspect that there is a fight going on.
