Rooster not acting normally and what gender?

We helped foster some chickens that were in a bad situation, and one of my roosters hasn’t shown much improvement in the past two weeks. We’ve been giving him electrolytes and healthier feed.I haven’t seen any mites or anything but I have checked at night too but seen nothing.

This rooster has a small, pale comb. I’m also not completely sure about his gender — he looks like a rooster and has spurs, but he acts more like a hen and has a smaller comb than other roosters his size. I’d really appreciate any help or advice from anyone who can offer it!

yep, he's a roo, and I noticed in the newest pics his comb looks a little more red as well (probably after he started to crow)
