Rooster or Hen… leaning toward Roo??

Hi. This bird is 19 weeks old. It has tail feather as a Roo but there is no comb?? Breed is Wyandotte/Easter Egger.
Is it a Pullet?? Or late blooming Rooster? Leaning toward rooster but it is not crowing.

Yes, that's a male.
He's got a different type of comb so that's why its smaller. He does have male specific feathering, and some will take longer to crow than others.
