ROOSTER OR HEN? 3 weeks old

Hi there! I got these chicks 3 weeks ago and they are supposed to be pullets but one has a bigger comb than the others..:is that a bad sign?

I’m going to have to look at our town ordinance. I really don’t want a rooster but I’ve already become attached. Is there any hope the he might still be a she?

I don’t have any doubt that he is a he.I know how it feels to get attached to a rooster, then have to give them away. I hope you get to keep roosters.
