Rooster or hen

This chick is about 3-4 weeks old and I am hoping it is a hen please tell me what it is

What is reported breed? If leghorn, for example, the size of comb development is not significant, and it is palet/flesh colored still.
No blatant cockerel signs as of yet, but it is early and somewhat defendant on breed regarding what development is present

I think it's a pullet, but I don't know for sure unless you can tell us its breed.

I'd have this one marked as pullet in my coop. PWL pullets get some early comb growth, it's the color you have to consider and her's is nice and pale
