Rooster or hen ?

Definitely not true, if there are more roosters then the less dominant rooster may not crow.
Also there are some roosters that are much slower to mature, my barred rock didn’t start crowing until 1 1/2 years.

Interesting, my Easter Egger rooster started to crow at 1 year.

The Paint appears to be female. If you follow up with some dry/floofy head pics, it will be a bit more obvious. Her stance says pullet to me though.
