That's a cockerel, no doubt. As stated above, Wyandottes are supposed to have rose combs, so he's the one with the correct comb for the breed. Straight comb is recessive and can pop up from time to time. Doesn't matter a bit to most of us backyard folks, but would be an issue if you wanted to show.
