Rooster picking, breaking feathers off his own chest

one of my roosters is picking at the feathers on his neck. I don't see any mites. they are free ranging when I am home, in their coop and run when I am at work. they sleep inside the house at night in their own room. They roost on the

arm chairs of my desk chair with newspapers at the bottom to catch their poop, which I throw away in the morning and put down fresh newspaper for them again at night. They have frequent dirt baths in their run or when free ranging. I spread DE in their coop and run about every month or so.
 
My rooster is starting to do this as well. What's going on? I have a chicken block, oyester shell and grit feeders in the coop. They can go out in the run on "warm" days - I live in MN, so warm is 20 degrees or above. The coop is very large and there are only four hens and one rooster in it. He's about 8 months old. Any ideas?
