Rooster picking on "Weezy"..why?

Romeo our 17 week old SS Rooster is always picking on "Weezy" our 17 wk old buff orp hen. He will grab a beak full of feathers and hold on while she goes screaming and tries to get away. This happens several times a day he grabs at her head, side, back where ever and always ends up pulling out a beak full of feathers. I haven't seen him do this to anyone else. I don't see any blood but I am sure she isn't enjoying it.
Is this a "rooster" thing and he's trying to live up to his name or is he just a bully? He doesnt seem to be very aggressive with any other hen and isn't aggressive at all with me or my kids.
 
He's trying to mate her. Mine does that with my hens, they do not enjoy it and when I catch him in the act, I spray him with water and yell NO! What some roosters do (like this) is completely unacceptable and rude but I doubt the roosters really care

He's trying to mate her. My guess is she's pretty close to laying and that's why he's chosen her.
Don't worry. Soon she will be more receptive to his advances and it'll be all over without a fuss in (literally) five seconds.
