Rooster seems ill, how do I help him?

Some. He had some yesterday, but hasn't had any since I changed the pads we're using as bedding for him.
 
it is very hot. He's been separated from the flock for a little over a week now. He is showing interest in roosting now, which he hasn't for quite a while. (A month at least, I think.) I think he's improving if he's interested in roosting, is that right?
 
That seems like a good sign if he is wanting to roost - sounds like he is getting some strength and stability back - even if you have him caged/separated, if you haven't done so provide him with a perch/roost to see how he does. I find that a nice sturdy Poplar branch or sapling works well.
 
If you feel that he is well enough to start the integration process, then go ahead and try to re-introduce him. He will need to be fit enough to eat and drink on his own as well as depend himself or at least get away from the other chickens if they are attacking or bullying him.

I'm sure he would love to be back with the others - you may want to place him near the flock for a couple of days - or if you have time give him monitored visits to see how the interactions go that would be good. Sometimes there's no problems, but other times a "new" chicken is not well accepted.
