Rooster tail feathers aren't growing

So I have a older game fowl/bull stag rooster who recently molted. All his beautiful colors have come back except his tail feathers. I recently checked him for lice and dusted him for parasites. When I look at his rear end for tail feathers, I see the shafts but blood is either dried up or still a little wet. What could be happening here and are there any remedies to help grow the feathers back. Thnx

Do you have him penned with hens who might be pecking/eating the pin feathers ?

Yes he is penned with other hens only at night in coop. Otherwise he free ranges at the crack of dawn.

My gut says one or more of the hens have pecked at and damaged the developing tail feathers.

Any suggestions for a remedy
