Rooster tail

My rooster came to us with a rough looking tail. It is slowly improving. We don’t have any past history on him and I don’t have any clue how old he is. Is this from possibly being caged in a small cage and he just rubbed his tail feathers? Is this from a lack of nutrients In whatever they were feeding him? Is this just his tail molting? He’s being fed purina and he is free range during the day. We’ve had him for about a month now.

It may be a problem with how he was fed or housed. If so, it will not improve 100% until he goes through a molt.
Is there anything more I should be doing for it to improve? His whole tail was all ruffled now it’s about 60 percent ruffled. It has definitely improved. Overall he looks a lot better than when he came to me.

Just continue your present husbandry practices. He will groom his tail, and it may improve somewhat prior to molting.
